Da fagfolk i en større østlandskommune vurderte behovene til alle brukerne i pleie- og omsorgstjenestene, fant de at andelen som klarer seg uten hjelp fra offentlige pleie- og omsorgstjenester er meget stor. Videre fant de at brukerne domineres av personer med mindre behov og at andelen som får tjenester øker med alderen.
